The most popular Savage 99 cartridge is the 300 Savage, which was the cartridge used as a pattern when Winchester-Western developed the 308 Winchester / 7.62 NATO cartridges. The 250-3000 got its name from pushing a 87 gr bullet at 3000 fps, phenomenal velocity for its day when introduced. It was developed by Charles Newton, using a shortened and necked-down 30-06 case. The 250 Savage cartridge, originally known as the 250-3000, is somewhat analogous to the 243 Winchester or the 6mm Remington, but as your friend has found the 250 is not as widely popular as the other two. The rear-locking bolt tilts down at the rear out of engagement with the ejection port in the receiver when the lever is lowered. The 99 is truly hammerless, fired by a striker that is cocked by working the lever. In short, it's a high-end detachable-mag version of the venerable Savage 99 lever action. The "D" indicates "deluxe" and refers to the walnut furniture with the Monte Carlo stock. Purists prefer the rotary magazine, practical hunters prefer the detachable mag to some degree. The detachable magazine was introduced in the late 60s or early 70s, I can't recall exactly. The 99CD has a detachable magazine instead of the costlier built-in rotary magazine on the historic Savage 99. A couple decades later saw the introduction of the Remington 14, designed by John Pedersen, with its signature spiral tubular magazine which held the cartridges in a slightly cocked orientation such that the bullet tips did not contact the primers of the cartridges in front. The Savage 99 together with the Winchester 1895 were the two first lever action rifles with non-tubular magazines that permitted use of ammo with pointed bullets.
